There seems to be an issue when installing MOM using the MOM Server Action
Account in a Global Group.
While installing MOM 2005 agents, we encountered failures. The
Server Action Account, Win\DCSJHMOM is used to install the MOM agent and run
various tasks. If this account
is a member of a Global Group which is added as into the Local Administrator
Group, the installation will fails,
resulting in -2147024891 Errors (permission issues). The agent installation
is only successful when the
Win\DCSJHMOM user account is a member of the Local Administrator Group on
the target server.

Any help would be much appreciated.
